The Return of Recreational Cricket in 2020 – Full Guidance

Please see the emailed Bulletin below sent by the ECB in the evening of 8th July. I preface it with this message from the Hertfordshire Premier Cricket League (SHPCL). "It is important to emphasise that cricket is the first recreational team game that the government has allowed to start during the current pandemic and we are therefore in a privileged position. The guidelines which are extensive and detailed must be stringently followed by all league clubs. We need to set an example and show the ECB, the Government and the wider public that with care and adherence to the new rules we can run a successful and competitive cricket league. Please, therefore read the attachments thoroughly and make sure that your club and all your membership is familiar with how the game will be run, how clubs can be adapted to comply with the requirements handed down by the ECB and what measures are necessary to keep your own members and visitors safe." The RCC General Committee met (virtually) on Monday and as a consequence smaller Sub-Committees were set-up to deal with our Return to Cricket. Their broad remit is to look at Playing, Availability & Ground and Clubhouse & Bar. There will be further correspondence later today, (Thursday), or on Friday, (and possibly more after that), once we have received specific changes to League & Match Rules. ECB announcement: The Return of Recreational Cricket

Please see the attached announcement from the ECB. Whilst this is good news, please don’t think that everything will be back to normal straight away. We won’t be able to just shake out the whites and turn-up next Saturday and start playing fixtures. There will be an awful lot of logistics to be worked-out and we await more detailed instructions from the ECB, the Herts League, the County Board and the Village Cup organisers how exactly Clubs will begin to host opponents as well as deciding the type of match format, (e.g., come ready changed, how to provide teas / refreshments, the use / handling of cricket balls, 50/50 overs or other, panel umpires - many of whom are over the age of 60 and still on the risk list). In a survey earlier in the spring, some clubs had indicated that they would not even fulfil matches this year - we don’t know whether they have changed their stance since, so I repeat that the Fixture List for the remainder of the 2020 season has still to be confirmed. Roadmap for the Return of Recreational Cricket (Step 3), 11th June 2020

MESSAGE FROM THE ECB, 11th JUNE 2020. ============================================================================================= We [ECB] have identified five steps for the recreational game’s proposed phased return in England this summer. England is currently in step 3 – which allows for small group training sessions of up to six people while respecting social distancing.* The Welsh government is due to review current restrictions on 18 June, after which time we will provide further guidance. As cricket is a non-contact sport that involves individual disciplines within a team environment, forms of the game can be played while respecting social distancing. We will continue to be led by UK government advice and will only move into step 4 when the guidance allows and when it is medically safe to do so. ============================================================================================= YOU CAN READ THE LATEST ON THE ECB's WEBSITE, www.ecb.co.uk ============================================================================================= Whilst there, check out some of the cricket / ball skills you can practice at home. ECB latest advice, 5th June 2020

Further guidelines have been published by the ECB regarding outdoor practice sessions on cricket grounds. Your Club Committee will be holding a Virtual Meeting to discuss plans how such sessions can be introduced and supervised in accordance with the detailed safeguarding guidelines. Information and Alert regarding Female Players in Open Age Cricket

A MESSAGE SENT ON BEHALF OF THE ENGLAND AND WALES CRICKET BOARD (ECB). Inappropriate and unwelcome behaviour towards Young Female Participants in cricket over the last few weeks has been reported to the ECB Safeguarding Team regarding sexual harassment of female players, either on the pitch through inappropriate language or ‘sledging’, and off the pitch via unsolicited text and social media contact. The ECB, through Club Safeguarding Officers, emphasise that such behaviour is not acceptable and will not be tolerated. No young women should receive such attention through taking part in cricket. The following should be brought to the attention of players and members of cricket clubs across the country: Members should be reminded of their own Codes of Conduct, and the guidance included in ‘Safe Hands’, especially ‘ECB guidance for clubs on the use of Social Media, texts and email’. Clubs should also be reminded that ‘sledging’ female players by reference to their body parts constitutes sexual harassment. Where any such incident involves an Under 18 player, this must be reported as a safeguarding matter and will be dealt with as such. Female participants should be encouraged to report any incidents of unwanted comment, attention or harassment to the Club Safeguarding Officer, who should inform the County Safeguarding Officer. Any concerns can also be reported at any time directly to the ECB Safeguarding Team at [email protected] Thank you for your assistance in making it clear that such behaviour has no place in our sport.
